Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Considerable effort is expended on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a incoming threat. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Following this, a automatic firearm engaged a drone in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the status quo will not shift further in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
